# Cash Rebate

> A cash rebate is a production incentive in which a government agency pays a production a fixed percentage of its eligible local spending after the costs are verified. It works outside the tax system, so the production does not need tax liability, a tax filing, or a buyer. New Zealand and Hungary both run rebate schemes for international productions.

## How the payment is earned

The mechanics are close to a tax credit up to the last step. The production registers or applies for provisional approval, spends in the country, keeps every invoice and payroll record, has the spend audited, and submits a final claim. The agency then pays cash. Nothing has to be sold or offset against tax.

Two current schemes show the range. New Zealand's rebate for international productions pays 20% of Qualifying New Zealand Production Expenditure (QNZPE), with a further 5% uplift for productions that meet extra criteria. From 1 January 2026, the minimum QNZPE for live action dropped to NZ$4 million. Hungary's National Film Institute describes a 30% rebate on eligible Hungarian production spend, delivered as a cash refund after the fact, with the state guaranteeing the funds through a collection account run by the NFI.

## Worked example

A feature spends NZ$6,500,000 in New Zealand, of which NZ$6,000,000 counts as QNZPE after the auditor removes ineligible items.

The uplift is worth NZ$300,000 on this spend, so it is worth reading the uplift criteria before locking the schedule and the post plan. Keep in mind the spend is in New Zealand dollars. A US financier modelling this in dollars needs an exchange rate assumption, and a currency move between greenlight and payment changes the dollar value.

## What trips producers up

A rebate paid after completion still has to be cash flowed during production. Producers borrow against it the same way they borrow against a [tax credit](https://storiara.com/glossary/tax-credit), and the lender will want to see provisional approval.

The word "rebate" also gets used loosely. Some programs described as rebates are really refundable tax offsets paid through a tax return, such as Australia's [location offset](https://storiara.com/glossary/location-offset). Read what the legislation or agency actually does, since it changes who applies, what entity you need, and when the cash lands.

Eligibility rules vary. Hungary's scheme, for example, sets rules about how much of the spend can be non-Hungarian. Thresholds such as New Zealand's [minimum spend](https://storiara.com/glossary/minimum-spend) are measured on [qualified spend](https://storiara.com/glossary/qualified-spend), which is smaller than the total budget.

It is simpler because there is no sale discount and no tax filing, but the rate, caps, spend thresholds, and payment timing matter more than the label. Compare net cash and the payment date for the programs you are considering.

### When is a rebate paid?

Usually after the production is complete and a final application with audited costs has been approved. New Zealand's international rebate asks for the final application within six months of completing the production and offers interim payments on very large spends.

### Is a rebate taxable income?

That depends on the country paying it and where the production company is taxed. Get advice from the production accountant or a tax adviser before modelling it net.
