# Netherlands Film Production Incentive: 35% Cash Rebate Rules

> The Netherlands Film Production Incentive is a cash rebate from the Netherlands Film Fund worth up to 35% of qualifying production costs spent in the Netherlands, capped at €3 million per year per applicant company. Only independent Dutch production companies can apply, so foreign producers need a Dutch co-producer. Features need a €1,000,000 budget and €150,000 of Dutch spend; documentaries need €250,000 and €100,000.

The Dutch incentive is a grant paid by the Netherlands Film Fund (Nederlands Filmfonds). It's meant for feature films, long documentaries, and long animated films intended mainly for cinemas, with a separate stream for high-end TV series. There's no script assessment. Applications are scored against financial, legal, and business criteria using an automatic points system and an independence test.

## Who can hold the application

The applicant is an independent production company, a legal entity (not a sole trader or general partnership), established at least two years in the Kingdom of the Netherlands, an EU or EEA state, or Switzerland. The Fund also states that only applicants from the Netherlands can apply. In practice a US or UK producer works through a Dutch co-producer, and if the partners' countries have a [co-production treaty](https://storiara.com/glossary/co-production-treaty), its nationality and spend rules come into play too.

The producer representing the company must have had main responsibility, in the previous seven calendar years, for at least one majority film with a budget of €500,000 or more and a Dutch cinema release.

For films, the 2026 budget is €20 million across four rounds (€5 million each), with an extra €3 million added to the first round from unspent 2025 money. International co-productions get funded first in each round, up to 70% of the round's budget. High-end series have €9.5 million for 2026 across three rounds.

## Worked example: why $1,000,000 can miss the feature floor

At the ECB reference rate for 11 September 2026 (EUR 1 = USD 1.1592), $1,000,000 is €862,664. As a fiction feature, that's under the €1,000,000 minimum production budget, and it doesn't qualify no matter how much is spent in Amsterdam. A budget pegged in dollars can cross or fall below the line as the exchange rate moves between application and delivery.

The same budget works as a long documentary. If €400,000 goes to Dutch crew, facilities, and post houses taxed in the Netherlands:

- Minimum checks: budget €862,664 is over €250,000; Dutch spend €400,000 is over €100,000
- Rebate: €400,000 x 35% = €140,000

## Worked example: a $5,000,000 minority co-production

$5,000,000 is €4,313,320. A German-led feature with a Dutch minority co-producer shoots two weeks in Rotterdam and does its VFX in the Netherlands, spending €1,400,000 on Dutch qualifying costs.

- Rebate: €1,400,000 x 35% = €490,000
- Cap check: €490,000 is under the €3 million per applicant per year cap
- Points: because Dutch spend is over €1,000,000 and the Dutch share of financing is a minority, one main function is enough toward the 75 points, and department heads responsible for the Dutch work can count

The Dutch co-producer's other projects that year share the same €3 million cap, so ask what else is on their slate before you count on the full amount.

## Deadlines and conditions

1. Before applying, at least 50% of the budget must be promised unconditionally in writing by third parties. Guarantees and deferments don't count.
2. At least two unaffiliated financiers must be in the plan, and broad public access through several end operators must be arranged.
3. Submit by a round deadline. The next film deadline is 26 October 2026 at 17:00 CET.
4. If approved, close financing within six months of the decision and before the first shoot day. Then sign the implementation agreement.
5. Finish and release within 24 months of that agreement, delivering the points you claimed.

If you're also applying for the Fund's selective support, do that first. The Fund won't take an incentive application while a decision is pending on the same film under another scheme.

## Watch-outs

- Only costs paid to parties taxed in the Netherlands qualify. A foreign crew member on a loan-out invoice from abroad won't count.
- The automatic scoring locks in what you promised. Swap a Dutch DP for a foreign one after the decision and you may drop below 75 points.
- Rejected applications can be resubmitted once in a later round.

### Can a foreign producer apply for the Netherlands Film Production Incentive?

Not directly. The Film Fund says only applicants from the Netherlands, including Bonaire, Sint Eustatius, and Saba, can apply. A foreign project needs an independent Dutch production company as co-producer or applicant.
