# Serbia Film Incentive: 25% Cash Rebate, 30% Above EUR 5 Million

## Who gets the money

Serbia's incentive is a government regulation, most recently published in the Official Gazette of the Republic of Serbia 27/2026 on March 20, 2026, and it's written around the foreign investor. The investor is the foreign company financing the work. The applicant is the Serbian company producing it in Serbia on the investor's behalf. Film Center Serbia takes the application, a committee reviews it, the Ministry of Culture decides, and the rebate is paid into a Treasury account the applicant can access. The applicant then has 10 days to pass the money to the investor and tell the Ministry.

The regulation calls the payment non-refundable reimbursement of part of the qualified costs incurred in Serbia, which is a [cash rebate](https://storiara.com/glossary/cash-rebate) in the usual sense.

Features and feature documentaries have to run at least 70 minutes, series need at least three episodes of 40 minutes or more, and documentary programs at least 40 minutes. There's no per-project cap. The 2026 state budget line is RSD 1,500,000,000, and Film in Serbia says projects that go past the year's allocation can roll into the next fiscal year.

## What counts as eligible cost

[Qualified spend](https://storiara.com/glossary/qualified-spend) in Serbia is money paid to people and companies in Serbia: goods, services, locations, crew wages and royalties. Wages count for Serbian residents and for foreigners who have legally lived in Serbia for at least a year, so a crew member flown in for the shoot doesn't. Rentals count only when the equipment or property is owned in Serbia. Gross amounts count, including social contributions and payroll taxes, which helps on labor-heavy budgets. VAT (20% standard, 10% on hotels) is excluded, as are marketing, distribution and real estate purchases.

## Worked examples

A German feature spends EUR 1,000,000 of eligible costs in Belgrade, net of VAT.

An American series spends EUR 6,000,000 in Serbia across six episodes. Because the Serbian spend passes EUR 5,000,000, the whole eligible amount earns 30%, so the rebate is EUR 1,800,000. The 30% applies from the first euro once you cross the line. At EUR 4,900,000 the same series would get EUR 1,225,000 at 25%. Moving EUR 100,001 more work into Serbia takes it to EUR 5,000,001 and a rebate of EUR 1,500,000.30, an extra EUR 275,000.30. A show sitting just under the line should price out moving post or a second unit to Serbia.

## Filing and payment

1. The Serbian applicant files before production starts in Serbia, with the estimated budget, schedule, application form and the contract with the investor. Documents go in Serbian Cyrillic or with certified translation.
2. The applicant proves at least 20% of the Serbian production costs are secured on the filing date.
3. The Ministry of Culture issues a decision confirming the project qualifies.
4. Within 45 days of completion, the applicant files an independent audit and a payment request.
5. The committee checks the audit and production reports, the Ministry and applicant sign a contract, and the applicant provides a financial guarantee.
6. Payment within 60 days of final approval, then 10 days to transfer to the investor.
7. The closing credits carry the Ministry of Culture's key visual.
