Iowa's 2026 film incentive is small and narrowly aimed. The Film Rebate is a pilot funded with $4 million through June 30, 2027. It is a cash rebate paid after the work is done, and the check goes to an Iowa studio, not to whichever production company happens to be shooting in the state.
Who can actually apply
The rules in Iowa Administrative Code 261, Chapter 300 (effective April 22, 2026) define the applicant as a Qualified Production Facility. In practice that means an in-state studio that can show it has already produced a qualified production. A production from Los Angeles or Chicago can benefit, but only by partnering with an Iowa facility that files the application.
The production itself has to clear these bars:

What goes into qualified spend
Qualified spend is money paid to Iowa businesses or to cast and crew physically working on the show in Iowa. The rule lists wages and fringes (payroll fees, union and guild fees, insurance benefits, and workers' comp, but not payroll taxes), equipment rentals, equipment purchases up to $5,000 per unit, rental of facilities the applicant doesn't own, hospitality, CPA fees, per diems, lodging certified under Iowa Code 80.45A, mileage at IRS rates, Iowa vehicle rentals, temporary set construction, film festival submissions in Iowa, and security, police, and fire services.
Excluded: entertainment, airfare, royalties, publicity, pay to anyone with a financial interest in the studio, permanent facility construction, capital expenditures, and sales, use, and hotel taxes. Budget the hotel tax on your Des Moines rooms as a cost you won't get back.
A $1,000,000 feature in Iowa
A $1,000,000 feature partners with a certified Cedar Rapids studio. The accountant sorts the budget:
- Iowa cast and crew wages and fringes: $380,000
- Iowa equipment rentals, stage rental from a third party, lodging, per diems: $220,000
- Airfare, gear rented from out-of-state vendors, hotel taxes, and the fee paid to a producer who owns part of the studio: $400,000, none of it qualified
Qualified Iowa spend is $600,000, which clears the $500,000 floor. The maximum rebate is 30% x $600,000 = $180,000. That's a ceiling. IEDA can cut the request based on its review and remaining money in the fund, and the final payment can't exceed the award amount in the agreement.
A $5,000,000 production would face the same math with one difference: at 30%, a show with about $13.3 million of qualified spend would consume the entire $4 million fund on its own, so large requests are likely to be trimmed.
The paperwork sequence
- The studio registers with ID.me and creates an organization profile in IEDA's Opportunity Iowa Portal.
- Part A: submit the Qualified Production Facility certification (first-time applicants).
- Part B: submit a rebate application for each production with the studio W-9, articles of incorporation, certificate of registration, proof of a previous qualified production, and documentation of secured funding.
- Sign the IEDA agreement within 30 days of receiving it. Funded activity can't start before that.
- Have a third-party CPA examine the budget, file the required reports, and request the final rebate.
IEDA scores applications on training and hiring partnerships with Iowa colleges, whether the rebate changes where the show shoots, and long-term impact to the state.
Nearby alternatives
The 2026 window closed March 16, and Produce Iowa hasn't announced a second round on the program page. Minnesota offers a 25% transferable credit once you spend $1,000,000 in the state.
